Summary/Abstract: Following the destructions caused by artillery bombardments, aeroplanes or seaplanes, as well as due to the explosion of mines that hit the tetrapods of the seashore, the city of Constanța suffered, being severely damaged. Everything that meant, from private properties to industry, was either destroyed or set on fire. The significant damage led to the loss of Constanța’s income, as one of the essential functions of the economy was the industry itself. The geo-economical settlement of Constanta through the opening to the sea has a cheap and abundant labour force with many cheap lands suitable for factories’ construction, with a favourable network of transport means regarding raw materials, as well as the unexpected situation in which Constanța’s harbour was in full development, all these were good conditions for the creation of profits.The aftermath of the First World War left deep wounds in the industry of Constanta and delayed urban development, which required considerable efforts to be restored later. Under the conditions for developing and encouraging small industrialists, the mayor’s office considered selling hectares of land to construct factories. The archive documents show the submission of applications to Constanța City Hall to build food, textile and metallurgical industrial units that offered jobs and the possibility of territorial expansion and providing a proper living environment. The economy of Constanța was based on the combination of agricultural production with the harbour function that imprinted specific economic activities.
