Summary/Abstract: The period 1941-1948 for the city of Constanța meant a difficult test due to the events produced, being involved in the conflict of the Second World War, its strategic position, with social consequences and changes in the urban structure. City-port, Constanța suffered through droughts, especially on the port, then by changing direction in 1944, crossroads for the new road of Constanța. The contribution and military genius of Horia Macellariu contributed to avoiding a tragedy for the city, but also to the involvement of the pilot Horia Agarici and Costin Ionașcu, the commander of the 9th Infantry Division. After 1945, Constanța knows a new stage in its historical evolution, through the Soviet imprint, of the troops accommodated in the requisitioned buildings of the city, as well as of their behavior. In 1948, the city's image was somewhat honorable, given the disastrous consequences of the famine of 1947. Even under these conditions, the local public administration wanted the city to regain its appreciation before the war began.
