Summary/Abstract: The union of Dobruja and Romania of November 23 1878 marked for Constanta the restoration of the Romanian administration after the Ottoman authorities had departed. On the basis the administration and division regulation, the Communal Council was instated alongside the mayor chancellery. This is when, on December 14 1878, it debated the formation of auxiliary services of the Town Hall, among them the firefighter department.
