Summary/Abstract: The modern era was a period of large transformations on the land located between the Danube and the Black Sea, three administrative powers having succeeded each other within a century about: the Ottoman, the Russian, and the Romanian one, each of them with its own objectives and way of connecting to the inhabitants. Up to those differences and following the way the regional political-military context run, the complex reality of the province developed, as more complex as no less than 12 nationalities/ ethnic communities were recorded there by the middle of the 19th century, being all interested in preserving their identity. Harmonious life-together and mutual understanding, tolerance regarding language, confession, and traditions, and the others’ specific interests mainly characterized the inter-relations among the inhabitants of Dobrudja. Nevertheless and naturally tensioned moments were also present due to remarkable events that came one after one: colonizations, epidemics, and a long lasted drought, and wars, etc., events specially recorded at that time. The Ottoman and Romanian authorities were especially involved in developing Dobrudja and stimulating of good relationship there; it was why the inhabitants ‘rights were acknowledged and even extended, their duties clarified, and they also were co-opted in the administrative problems. The changes in the modern era concerned all the levels of interest: economical, institutional, and administrative, political, and religious, etc. As a whole, those changes were in the local population ‘benefit. In fact, the population themselves supplied, a seismograph likewise supplied valuable indices on the opportunity of politic strategies in the territory, through the different ethnic groups’ movements, the time statistic recorders/ censuses refer to. A diminution of the Muslim population was recorded to give a sample, together with the Romanian population increasing after the state independence setting, or the Circassian population disappearance from the province.
