Summary/Abstract: Party systems and their formation are those of the most prominent areas of research interest on the subnational level of political decision making. The voting behaviour of the electorate in local elections or regional councils is also studied in close connection with the development of party systems. The submitted article also deals with the issue of the development of local party systems in terms of the implications of voting behaviour. The article focuses on the impact of preferential votes on the (in)stability of the formation of local party systems, both in terms of their political entities, and in terms of party members. The objective of the article is to verify, using selected Czech municipalities, the usefulness of data on the preferential votes of voters in local elections in the study of the development of local party systems.
