THE ROLE OF POLITICAL EDUCATION IN DEMOCRATIZATION PROCESS

Summary/Abstract: In introduction, historical experience of England, like a typical example of „simultaneous“ development of political awareness and democratic institutions, as well as elements of democratic awareness and political education of north-american settlers in 17. century, is exposed. In both cases democratic institutions and democratic culture developed simultaneous and interdependent. Next follows deliberation: Whether the „planned“ education create the level of political culture, approximate to one that was created over a relatively long period of time, in developed Western democracies? Three indications are introduced: First, „democratization“ is not unconscious evolutionary process, but result of gro up and individual efforts. Second, as opposed to „old“ democracies, transitional societies facing with a lack of political culture, which makes the education necessary. At the end, ethical question arises: Why should today’s post-authoritarian societies should pass centuries-long path of democratization, when they have the option of adopting and learning already developed democratic institutions. Consideration concludes by presenting curriculum for Civic Education in Serbia and global context.
