Summary/Abstract: The introduction presents the way of realization of the Civic Education course in Europe, the world, as well as in contemporary Serbia. The question arises: Does the teaching subject Civic Education in Serbia have the capacity to change the awareness and habits of citizens (pupils) towards the new concept of economy, work and business? To this end, three criteria (three proper qualities) are identified that mark human resources in a modern business environment: creativity, teamwork and flexibility. Next follows a comparison of the Civic Education curriculum in elementary school in Serbia with these three criteria. It is found that the curriculum for civic education largely contains topics related to the three listed criteria, moreover, that they represent the base of this subject. The positive effects that the Civic Education subject has achieved in order to democratize the thinking and behavior of pupils are also identified. The main lack is contained in the fact that the curriculum of civic education in Serbia is largely based on abstracts, so-called political rights, while it’s less focused on the application and confirmation of civilian labor market. Finally, recommendations and suggestions for establishing a new strategy in the implementation of the Civic Education Program in Serbia are given.
