Summary/Abstract: The purpose of the publication is, on the one hand, to analyze the place of the Treaty on friendly and good-neighborly cooperation between Poland and Russia concerning the changing conditions of Polish-Russian relations, as well as to examine the broader political and legal impact of treaty regulations on the conclusion of more detailed implementing agreements, such as agreements: on graves and memorial sites of victims of wars and repressions and local border traffic between Poland and the Russian Federation. The work uses a dogmatic method of analyzing legal acts. Additionally, subject literature and case law were used. The Treaty between the Republic of Poland and the Russian Federation on friendly and good-neighborly cooperation, although important from a political point of view, today seems to be primarily a declaration document, to a considerable extent devoid of the possibility of assessing the degree of implementation of its provisions. However, it seems that its significant value lies in the fact that it specifies almost all possible areas of relations and creates the basis for concluding more detailed executive agreements.
