Summary/Abstract: Today’s security challenges include a plethora of complex and evolving dangers, including international terrorism, the proliferation of weapons of mass destruction, failed states, stalemated but unremitting conflicts, transborder organized crime, cyber-threats, energy shortages, environmental degradation and its associated security risks, natural and man-made disasters, pandemics and many others. The European Union already actively tackles new threats, but the first line of defence will often be abroad; none of these threats can be tackled by military means alone, as each requires a mixture of instruments.
