Features of perfect manager

Summary/Abstract: In Romania, the prefect represents the Government at the local level, and guarantees the observance of the law, and the public order. To be a professional, a prefect must have comprehensive and diversified knowledge, skills and aptitudes to advise and guide others, very similar to managers. The paper analyzes the most important qualities, knowledge, aptitudes, skills, and competencies that make a prefect a good manager. In the public administration, the prefect must perform the key-role of promoting dialogue, control, and common action, with and between the local councils, mayors, and ministerial de-concentrated public services.
