A CRITICAL EVALUATION OF THE CODE OF CONDUCT FOR CIVIL SERVANTS

Summary/Abstract: Ethics in public sector management, particularly in public administration, is linked to fighting corruption, a highly sensitive and contemporary issue. Romania has the interest, in exercising its duties as a member of the European Union, to act to improve public service ethics, given the unfavourable perception that its partners have on corruption. In this respect, Romania has complied with Recommendation R (2000) 10 of the Committee of Ministers of the Council of Europe by the adoption in 2004 of the Code of Conduct for civil servants. This paper is a critical analysis of this code, based on the principles of management and public service ethics, by comparison with similar codes and identifying potential areas for improvement.
