Summary/Abstract: The existence of an efficient public administration is one of the most important criteria that define the degree of modernization of a country. As a Total Quality Management (TQM) tool, the Common Assessment Framework (CAF) provides a simple and easy to use framework that allows auto/evaluation of public institutions, based upon a sum of criteria widely accepted across Europe. CAF identifies favorable and unfavorable aspects of the evaluated institution, as a start in achieving a diagnosis. It assures a low cost, almost a cost-free instrument, permitting the dissemination of good practices and benchmarking. The paper presents a CAF evaluation and its results, conducted on the Mayor’s Office of Fărcaşa, Maramureş County, Romania.
