Summary/Abstract: Recent reforms of the health insurance system in the FRG are designed to achieve its effective functioning, using a set of financial, organizational and management mechanisms. A main feature of the German health insurance is the existence of a voluntary (private) health insurance tier that provides coverage for the basic service package, but only those with incomes above a certain limit, and all other goods and services for all others who sign a contract for supplementary insurance.
