Basic Theoretical Concepts of Human Resources Management in the Security Sector

Summary/Abstract: Human resources, i.e. people, are the most important component of every contemporary organization in every domain of human activity, including the security sector. Human resources management, as a scientific discipline and management function, underpins the management of the organization. As a scientific discipline, human resources management first emerged in the early pre-World War I years. However, as a management function, it has been present since military organizations first came into being, and has been a feature of the entire trajectory of the development of civilization. The choice of people to serve in the military, which goes back for millennia, and the way they are treated in order to achieve the objectives of the leadership, have had a powerful impact on the theory and practice of human resources management beyond the security sector. Over the past century or so, the development of human resources management in every domain of human activity has had an ever-growing impact on the organizations and institutions of the security sector. Human resources management in the security sector is the key to the success of the sector’s organizations and institutions, strengthening the security of state and society as a whole.
