Summary/Abstract: The article reviews the conclusions of the European Council of 23rd October 2014 regarding the 2030 climate and energy policy framework. The author describes the new targets for greenhouse gas emissions, renewable energy and energy efficiency. He also looks at the proposed compensation mechanisms for the new member states.
