A formalised system – an effective tool or an impediment?

Summary/Abstract: The paper authors attempted a complex assessment of an integrated and formalised management system. The depicted management system was implemented in a multiple industry municipal company, based on norms of quality (PN EN ISO 9001), environment (PN EN ISO 14001), workplace safety (PN N 18001) and information security (ON-ISO/IEC 27011). The aim of the paper is to research whether formalisation of a system has a positive influence on subject’s continuous improvement and culture of organisation, or whether it complicates the development on a certain degree, and due to an excessive bureaucracy (excess of documents and reports) the development is, in fact, slowed down. Moreover, the paper presents the influence of a formalised integrated management system on achieved economic aims, as well as on ecologic and social aspect of the involved organisation. The paper is based on authentic documentation, especially reports from internal and external audits, along with documentation of corrective and preventive actions.
