Summary/Abstract: Azerbaijan’s foreign policy in the Balkans over the past five years is the focus of this article, which argues that Azerbaijan no longer limits its foreign policy to its immediate neighborhood. In conceptual terms, Azerbaijan is seeking to play a greater role than that of Brzezinski’s proverbial geopolitical pivot. Its foreign policy aims in the Balkans are to strengthen alliances with the aim of supporting its territorial integrity, institutionalize the memory of the Khojaly massacre, increase investment in the region, bolster cooperation in the energy sector, and promote the historical and cultural heritage of Azerbaijan.
