Summary/Abstract: After the I Congress of the ACP (= Albanian Communist Party) and the condemnation of Koçi Xoxe and his group, by the simple communists and the people was made the impression that beginning from the present onwards it would reign the freedom of thought, that the courts and prosecutors offices would be independent from the party when giving their verdicts. But the communist leadership oriented more and more towards the Soviet Union. The ALP (Albanian Labour Party) changed into a typical Stalinist party while the state into a typical dictatorial state. Basing on Stalin and Stalinism, the leadership of the ALP in every party forum raised with force the need to strengthen the class struggle and liquidation of every opposite thinking manifested inside or outside its ranks. In February 1956 the XX-th Congress of the CP of the SU condemned the political line followed by Stalin and his cult. Hrushov requested to he made the same also by the other communist parties. Enver Hoxha spoke in general on the cult of personality. He didn’t accept, approve the existence of the cult of personality in the Albanian leadership and didn’t make an analysis in the spirit of this Congress. Many communists didn’t agree with this stand of Enver Hoxha. In the party Conference of Tirana in April 1956 some delegates asked him a series of questions which produced the effect of a bomb on the presidium of the meeting. The presidium of the meeting, especially the delegate of the CC of the Party, Beqir Balluku, weren’t able to answer to the questions and to calm down the delegates. In the spirit of the set forth questions were also made the discussions. That’s the reason why the delegates of the Conference of Tirana criticised bureaucracy and conservatism, the hurried and extreme measures because of the diversity of thoughts. In the Conference was raised openly the question of the reality of the existence of the cult of personality and what measures had to be taken to make it harmless. In the Conference took also part Enver Hoxha himself who, initially, didn’t attack directly the discussants, but made explanations in connection to the raised problems. In a second phase he occupied himself with those that he called the “braves of the Conference” asking them to explain to the Conference from which point of view they had raised the problems, in what name they spoke, who had inspired them, and qualified them as enemies. The delegates intending to speak frightened, tore the texts of their discussions. Many delegates, made self-criticism and qualified them as adverse. The Political Bureau was convened urgently and took strong punitive actions towards the delegates who had required the revision of the party line.
