Financing from state budget and implementation of statutory tasks by Subcar-pathian communes

Summary/Abstract: The scope of statutory tasks of territorial self-governments is significant, and own revenues often insufficient Therefore in order to implement such tasks, the support in the form of state budget financing is necessary. The support takes the form of a general subsidy or restricted grants. In Subcarpathian commune the share of transfers in total revenues for these units in the recent years has amounted to over 50%. This mainly accounts for subsidies. High share of subsidies in communes’ revenues is the result of excessive assignment of public administration tasks to the communes.
