Summary/Abstract: The concept of cultural policy implies the direction that culture takes on within a state or within the institutions of culture that have clearly defined aims and priorities, and instruments to achieve them. However, the concept of culture policy can vary depending on the political structure of the state, and in relation to current culture practices within a society. The existence of the cultural policy concept differs from the concept of culture within a real social life environment, in organizations and institutions which connect cultural participants in an (un)rational way. The author highlights the essential cultural policy issues in Serbia: tradition vs. modern tendencies, state vs. market, Serbian vs. foreign (European), Serbia vs. Serbs, culture elite vs. the masses, the evaluation of culture organizations and institutions.
