Expansion of Undemocratic Public in Serbia and its Causes

Summary/Abstract: In this paper the author proves the statement that the roots of undemocratic media public are in democratic institutions. The author analyzes several factors of its (non-)democratic nature: the state and its political system, market, media tradition, role of the international media community, media employees and preferred media personalities. The author points to the fact that democracy cannot guarantee rationality and that media are not democratic by default. There is a difference between undemocratic and anti-democratic media public. Democratic media public is a result of political, social, economic and cultural constellations, rather than a product of democratic institutions. In conclusion, the author claims that undemocratic media public, which does not exclude or bans the democratic one, can be formed in a democratic system. We are witnessing a conflict between these two kinds of media public, of which the aim is to achieve more democracy.
