Law on Public Broadcasting Service – the Role and the Importance

Summary/Abstract: The fall of Yugoslavia, aggressive war(s) in region of this former state, and specially war in Bosnia and Herzegovina, in addition to huge destruction of different things, brought destruction of media system. In Bosnia and Herzegovina that destruction was complete. During the war 1992-1995, from chaotic situation, so called national radio-TV systems are formed and they worked in function of interest of sides in conflict, and after Dayton agreement in interest of government, which is, based on strong nationalistic platform of political elites. Since peace implementation required change of functioning of electronic media, introduction of professional standards and spreading of peace value and reconciliation in conditions of still strong confrontation of nationalist political elites, missing of state law about functioning of work of public radio-TV system, presented a serious problem from which is generated a possibility that governments decide their influence. That is the reason why international community (OHR) pushed, like in some other cases, laws about radio and TV service, because political elites didn’t want to make such laws through democratic procedures. This law made restructuring of radio and TV service and introduction of professional standards in its functioning on levels of both state and entity public broadcasting. All together, the law about public radio and TV service produced positive consequences and prerequisites for development public broadcasters and completely weakened direct influence of government on their work.
