Summary/Abstract: Local government units have a wide enough set of tools that allows, from a formal point of view, to pursue active measures to foster entrepreneurship. As permitted by law, a set of instruments includes both the impact of income instruments and the instruments of expenditure, which come down to incurring from the budgets of local government expenditure, directly or indirectly helping companies or creating more favorable conditions for them to take up and expand business.
