Financing of municipal waste system

Summary/Abstract: The organization of a new waste management system entered into force 1 July 2013. New solutions place the burden of responsibility for waste management and system financing on local governments. The introduction of mandatory fees paid by residents for municipal waste collection, which will be the basis for the functioning of the financial system, is part of the new solutions. They raise a lot of controversy, especially with regard to methods and fees. Another problem is the financing of necessary, very expensive infrastructure investment. The amended regulations predict the possibility, and even the necessity, to use the formula of public-private partnership, which is particularly important because of the limited financial resources available to local governments.
