Summary/Abstract: The text has as a starting point the cycle of Kiril Prashkov “Responsible painting” and the author’s motivation to create it. The article discusses the socialist institutionalized care for the vision of the capital through the annual homonymous competition in the period from 1964 to 1989. It was important as an opportunity to trace developing artistic techniques and styles. The city was returned to its inhabitants and became an arena of the artists’ free will through happenings, performances and other popular events in public and private areas in the 90s. The groups “DE” and “The City” rely on the subtext and on the mythological dimensions of the signs of urban space. Particularly significant is the exhibition “City” of the eponymous community. Within the project “Visual Seminar” series of discussions, exhibitions and publications have been realized related to the problems of rapidly changing city. “Visual Seminar” proved to be a successful way of communication with the audience and of integrating contemporary art in exhibition and museum practices. The text leads to the conclusion that after the first decade of the 21st century artists are not visible enough, but they are free. This freedom gives a strong sense of the city, but loads with more responsibility.
