Summary/Abstract: Each country has a specific, structured set of standards and regulations specifying the rules of political organization, management, and system of public authorities. These rules are subject to multiple processes of change under the influence of various factors. From the perspective of the majority of today’s developed countries, significant changes relating to public management include rejection of the state as the legitimized monopoly of coercion as well as decentralization of power. The aim of the article is to present the main concepts of management, which have been reflected in public policies of the twentieth and the twenty-first century. The author attempts to characterize the ambiguous concept of public management, clearly distinguishing it from management observed in the business sector. Assuming the historical viewpoint, three leading concepts of public management are presented: bureaucratic, managerial and co-management (i.e. governance). The considerations, lead to the conclusion that despite the apparent tendency to promote more socialized forms of management, all concepts described herein, although in varying degrees, coexist in the practice of modern public management.
