Summary/Abstract: The article discusses the issues of public management in rural communities. Modern management approach in public policies evolves towards greater pluralism, governance, and also the increased scope of participation and influence on public affairs by residents. The text presents the opinions of heads of municipalities to the participation of residents in the management of municipality. The empirical material was collected in 2016, as a result of qualitative field research conducted among 6 rural communes of Lodz region. The presented results show that mayors do not see the citizens as fully active partners in the management of public affairs, they enable the possibility of participation of residents in the public life of the community, above all in socio-cultural matters. The role of the inhabitants mostly comes down to reporting the needs and requests and monitor the effects of actions carried out by the authorities. Deciding on important issues for the municipality remains the exclusive domain of government.
