Summary/Abstract: Considering that type of material determines the type of library, archival library represents the so-called reference library. therefore it can be concluded: 1) in each archive it is necessary to establish library, 2) archival library is in fact reference collection, 3) library is semi-closed library, and that means it serves staff working in archives and all external users who work in archives, 4) that non-issuing library or open access fund for users who work in the archives, and 5) to perform referral, reference information and documentation tasks for the needs of the user of archives.
