Regional Operational Programme as an Instrument of the Regional Self-government Development Policy

Summary/Abstract: The aim of the study is to present the Regional Operational Programme (ROP) as a tool for development policy conducted by regional self-government authorities in the new programming perspective for 2014–2020 in the example of two Polish voivodeships. As the justification for the ROPs is the decentralization of the programming and realization of development policy, the objectives of the ROPs are set by regional authorities (self-government) in compliance with the EU, national and regional development strategies. Already a synthetic analysis of the priority intervention and funds allocation schemes proves that in both cases the ROPs design match the new approach to the EU cohesion policy with investments focusing on innovativeness and green growth that should result in boost of the regions’ competitiveness.
