Summary/Abstract: The article is devoted to the issue of the constitutionality of the proposals of legal solutions aimed at creating a common system of buildings insurance against catastrophic risks in Poland. Due to the fact that the most effective way to achieve this is to introduce compulsory insurance, the assessment of the state intervention in the form of coercion in the context of its compliance with the Constitution seems to be important. For this reason,the Author considers the doubts concerning the principle of ownership and the associated principle of non-discrimination, the principle of equality and the principle of social solidarity. In the summary, the less controversial, from the legal point of view, ways of achieving the universality of insurance protection were highlighted.
