Special Economic Zones’ Influence on Local Labour Market Situation

Summary/Abstract: The aim of the article was to determine the impact of SEZs on the situation on the local labour market. With the use of scenario analysis, which assumes a hypothetical exclusion of the impact of this instrument to support entrepreneurs in the functioning of the Polish economy, we show how it will alter the unemployment rate in the districts where SEZs are located. In the first scenario, assuming exclusion of only new jobs created in the SEZs, it resulted in an increase in the unemployment rate on average in the period 2007–2014 from 2.4 to 2.8 p.p. The second scenario, which excludes apart from the new jobs also 30% of jobs maintained in SEZs, generated slightly higher values of changes in the unemployment rate. However, the results were highly differentiated in various districts and showed that for selected counties SEZs play a crucial role in labour market situation. For the eight counties, the exclusion of SEZs employment would increase the unemployment rate by 10–19 p.p.
