Summary/Abstract: Innovation is regarded as the source of the success of a business. Its level measured byvarious methods and it is also used in the comparative analysis. In this text as a aim of researchattempts to analyze impact of the human resources for science and technology (HRST) oninnovation The study used a model space-time with error correction mechanism. As thedatabase used Eurostat data for the years 1999–2012 collected for 58 regions in 13 countriesthat joined the EU after 2000. The model implemented individualization parameters fora variable that defines the human resources for science and technology. As a result, receivedthe assessment of the impact of the individual (HRST) to innovative activity. It turns out thatan adequate HRST level allows faster growth of innovative activity. On the other hand, toolow HRST level means that the region is lagging behind.
