Summary/Abstract: The Assembly of Dibra convened in the atmosphere created after the armed action in Gjakova against the mission of Mehmed Ali Pasha Maxharriand his Albanians supporters, led by Abdullah Pasha Dreni. The failure of the Ottoman imperial authorities in Gjakova by forcing Albanians, not to oppose the implementation of the decisions in the Berlin Congress to submit Gucia and Plava, increased the determination of radical leaders of the League to the submit pan-Albanian applications for autonomy presented once again to the High Ottoman Port by the Assembly of Prizren on 15 June.In the course of actions for the implementation of a joint action coordinated at the national level in support of the demand for autonomy of the Albanian Vilayet, the League of Prizren earned out on 1 November 1878, the Assembly of Debar headed by Iljaz Pashë Dibra. Together with other representatives of the League of Toskëria Abdul Frashëri signed on First November 1878 the requirements adopted in Dibra at 14 October 1878.The inclusive Resolution of the Assembly of Dibra contained requests, summarized in five points: the formation of the Vilayet of Albania, supplying it with the Albanian clerks, development of education in the Albanian language, the implementation of reforms by the Grand National Assembly and the use of a large part of budget for the advancement of education and for the world- constructions.The Leadership of the League would not consider as Albanians the opponents of the autonomist program, but as enemies of “the homeland of our people”. In this formulation, it seems clear that the delegates of the Assembly of Dibra did not mind the “Ottoman” motherland and the “Islamic millet”, but only the Albanian people and his homeland, Albania.The viewing or the program-documents of the Albanian League approved and announced in ten days of the second month of June in rattling year 1878 in Prizren, and on October 14 and lsrt November of that year in Dibra proves that was submitted already unanimously by Albanian representatives from the Northern and Southern Albania. Dibra, this center important in this national process, after about two years would keep again the Assembly called extraordinary. In this Assambly were treated three issues of crucial importance for Albania: the attitude towards the issue of Ulcinj; creating an autonomous Vilayet and the formation of the interim government. The role of Iljaz Pashë Dibra in these developments was primary.
