Summary/Abstract: The chief purpose of the local government system that has been in place in Poland for over a quarter century now is to perform public administration tasks that are vital for local communities. Their members may individually or collectively express their opinions on local authorities and on whether they perform their tasks adequately. A legal instrument used to this end is the institution of complaints and petitions. It also allows local government bodies to obtain information on any irregularities observed by residents of ‘small homelands’, or any suggested improvements. The purpose of this study is to present the most common and most easily available remedy that is actio popularis, and the way complaint and petitions are functioning as an instrument of control of performing statutory tasks by local government authorities. My main focus is to find out whether these instruments may, and, if so, whether they do constitute a source of information about the activity of communes, poviats and self-government provinces and their bodies, and whether this source is appreciated enough. This is going to be attained by way of analysis of legal regulations in force, and selected complaints and petition related to local government bodies at all levels and in many regions of Poland.
