Summary/Abstract: The provisions of the Code of Administrative Procedure specify 13 general principles of administrative procedure. The principle of written form in proceedings is one of them. Two obligations of the public administrative body arise from this principle. The obligation to keep acts finalising the proceedings in written and the obligation to put in written all the actions that are relevant to the settlement of a matter or to the course of proceedings. The principle of written form in proceedings is not a categorical principle. There are very few exceptions from the principle of written form in proceedings.
