The Proper Legislation as a Common Good

Summary/Abstract: The present paper is concentrated on one of the most significant legal problems – the proper legislation. There is a distinction between the principles of making law and the principles of indicating the method of creating legal acts. Though in a democratic state, parliament plays the special role. Nevertheless its power must be limited. All entities involved in the law-making process are obliged by principles of proper legislation.
