Summary/Abstract: Adoption of an Administrative Procedure Code should also implicitly lead to a codification of a clear preliminary procedure with precise rules regarding the involved persons’ conduct, evidence that can be produced during the administrative stage of the settlement of a dispute, to regulate the solutions which can be given to a petition regarding the injury of a right or a legitimate interest through an individual administrative act or a normative administrative act issued by a public authority and a preliminary procedure that can lead to a final solution without appearing before an administrative contentious court.
