GOSPOSTRATEG – the Role of Social Sciences in the Strategic Development of the State. Chances and Barriers

Summary/Abstract: RESEARCH OBJECTIVE: The role and place of social sciences in the economic policy, and in particular in the public innovation policy is the main goal of this article. THE RESEARCH PROBLEM AND METHODS: The main research problem is understanding strategic level of social sciences expressed in the first state strategic scientific program GOSPOSTRATEG, which is carried out at the central level. This problem was analyzed in the relations between science – the market – the state. The methods used for the operationalization of the main and detailed purpose are: the system method of a medium range, institutional and legal method and historical neoinstitutionalism, and the research technique is desk research and direct, hidden, permanent observation. THE PROCESS OF ARGUMENTATION: The main thesis of the article refers to the lack of trust in the effectiveness of social sciences which is connected with the lack of market for the supply of activities of this sector. In effect of this situation we can observe a strong and parent role of the state in the creation of the research and development aspects of the social sciences. CONCLUSIONS, INNOVATIONS, AND RECOMMENDATIONS: In this article author describes the processes of shadow of hierarchy and the double weakness paradox. This situation results from a lack of trust in social sciences and may lead to the evolutionary marginalization of this scientific discipline and its impact on real socio economic processes. Besides above described aspects should be also stressed that innovativeness is connected with the analysis of relations between the social sciences – the strategic program – innovation – implementation – socio economic development.
