Security Strategy at the Local Level

Summary/Abstract: The article proposes the use of strategic thinking at the local level of security. It is offering a different kind of approach to strategy than used at the government level. The model is based on the concentration of attention on the microenvironment and the potential and competencies of the local entity. In the first sequence takes into account local specificities, which generates controllable risks. Factors imposed centrally are the background of such analyzes as uncontrollable threats. This strategy allows to take into account the real local risks, opportunities and potential without waiting for outside support.
