ANALYSIS OF THE BALANCE SCORECARD CONCEPT AND ITS APPLICABILITY IN THE MILITARY ORGANIZATION

Summary/Abstract: The Balanced Scorecard concept records a wide variety of definitions in social sciences, but also a multitude of concepts in theoretical analyzes or practical applications in sphere of management concepts. The transformations caused by the application of the concept and which have generated institutional efficiency, as well as the level of the theoretical approaches to this concept, justify the analysis effort.The Balanced Scorecard concept is defined and used in management as a performance management system and also as a strategic planning and management system, being implemented in business or industrial organizations, in the public government system, or in nonprofit organizations.Due to the proactive nature and the focus on people in the efficiency analysis, the Balanced Scorecard (BSC) can be an effective approach in the field of national defense and public administration. This is evidenced by the success stories in different countries, but also by the theoretical approaches in the literature.The concepts and functions developed within the Balanced Scorecard (BSC), which lead to performance and counter performance within an organization, lead to the recommendation of the use of the BSC and within the institutions within the defense, public order and national security system.
