Summary/Abstract: Culture effects the behaviors that work as values, symbols, stories and norms. Organizational culture is a tool that reflects the personality of the organization. Employees can find support for participation on decisions and protection of rights (democracy), saying problems and dissent.According to Koçel (2001), culture helps to find organizational reality. Culture requires effective communication and interaction. According to Quinn and Cameron (1999), culture is divided into four dimensions: Clan (protector), adhocracy (innovative), market (competitive) and hierarchical (control oriented). The aim of the study is to examine the effect of organizational culture on organizational democracy and dissent. For this purpose, a survey was conducted with 380 employees of a large-scale company in the construction sector in Istanbul. According to the results of the research, hierarchy and market culture prevail in construction area was identified. Hierarchy culture effects the organizational dissent and democracy (equality and participation) positively and significantly. Moreover market culture effects the organizational dissent and organizational democracy (participation, transparency, justice and equality) positively and significantly. This research provides information about the cultural and behavioral characteristics of the construction sector.
