Summary/Abstract: Both as separated power of government and as totality of judicial organisms, the justice appeared first in the state communities where, when the „right” of force to govern begins to be recognized, then the idea of ”justice” will emerge for as between the rulers and the ruled to exist a balance of law by the legal regulation of government andthe recognition of citizens' rights.
