Summary/Abstract: Globalization and integration have accelerated the process of granting normative and operational skills relating to fundamental rights and freedoms by the international organizations. The new forms of super-national organization have progressed slowly, but inevitably and persevering, into methods of increasingly specific regional and global governance, as intrinsic to social nature of man as the state government, bringing with it new achievements in knowledge, science and technology, education and culture, but also in the cooperation of the states for international peace and security.
