Summary/Abstract: The Turkish Higher education system is governed mainly by the Council of Higher Education (YÖK), which is appointed by the Presidential system. YÖK was established in 1981 to carry the country's higher education system to contemporary norms and standards. The establishment of this board was considered to be the beginning of academic, institutional and Administrative re-formation, but the targeted conditions were not reached during the 40 years, in which it served. Today, higher education institutions in our country are far from being homogeneous and productive. Most of them have a structure that will allow only young people in the country to have the opportunity to teach. In this study, the Turkish higher education system is evaluated in a historical process, the shortcomings of the current system are addressed and the structural changes that need to be made for the rehabilitation of the system are suggested with the main headings.
