Summary/Abstract: The state affects innovation processes, using a variety of possibilities related to supporting scientific activity, performance of the technological and innovative policy. In the public sector, various investments are carried out that encompass innovative processes of administrative or technological nature, innovations in the form of products or services, governance innovations, or conceptual innovations. By supporting innovative activities, the state takes on specific enterprises, also known as projects. It uses, among others, its own agencies, research and development units created by the State, including state-owned, but also private companies. It supports local actions in the scope of innovative activity. It also supports the innovative activity of non-profit organisations, or those included in the national security system. Transformations of the research and development sector in Poland are currently discussed, along with the possibilities of conducting works for public safety. This is intended to reduce the potential threats, including those that are part of public emergency management. The paper also puts emphasis on the role of state support for high-technology sectors.
