Summary/Abstract: This study deals with the Bulgarian legislative experience concerning the implementation of the EU coordination rules for social security. The basic characteristic of these rules is that they do not establish minimal standards for the national social security schemes as such, but set up rules for the implementation of these schemes with regard to persons using the freedom of movement of workers within EU. Two main legislative approaches characterise Bulgarian legislative policy – the amendments of legal acts in force, and the adoption of new acts on the implementation of the coordination regulations. The article examines these policies and provides a critique of the special provisions on the implementation of the regulations (having direct effect), and a critique of the national regulation consisting of “Directives” of the competent institutions which are not normative acts under the Law on Normative Acts. Along with this, certain disadvantages in the sphere of legal education and research are discussed.
