- Summary/Abstract:At the European Parliament elections in May 2019, citizens gave their vote on how they want the European Union to move forward in the next five years. In times of crisis, sharp political opposition, fake news, populism and the pursuit of a unified European approach to the problems and challenges of the day, voters have shown that they ask people to whom they have delegated power to show reason, ability to dialogue and to achieve compromise and most of all - clear results. This text aims to give an overview of the results of the European Parliament elections. Particular focus is put on Bulgaria as well as the debate on the election of the President of the European Commission.

- Summary/Abstract:The article advances two hypotheses as to the capacity of the newly elected EP to fully implement its institutional potential in the overall governance process within the EU. The first one explores the influence of the dominant crisis issues during the previous legislature for the electoral mobilisations and the casted results. The second one is related to the level of coherence of political families vis-à-vis the new divides around the European project priorities among the member-states. The article advances some observations as to an expected stalemate in terms of sustainable coalition formation and effective legislative role of the EP at least at the start of the ninth legislature mandate. A situation that might reproduce impetus for a certain crisis of governance.

- Summary/Abstract:The nomination of new EU top officials was expected by a great interest because of the first elections for EP after the big refugee and immigrant crisis from 2015. The elections for the European Parliament in Mai 2019 didn’t confirm the expectations for a big progress of the populist parties, but all this presupposed also the big interest in the process of nomination of new EU top officials. Meanwhile, this was not the most difficult process of nomination in general, but it was one of the longest European Summits. The media reflection also contributed to the acceptance of this election marathon as being the longest and the hardest. Finally, representatives of the biggest states have occupied all the main posts, but this has its strong and justified logic, namely the centrifugal forces in EU provoke counter centripetal forces and a bigger strive towards control and centralization, the challenge of Brexit requiring other different compromises. The thesis that the eastern wing countries were harmed by this redistribution cannot be accepted as true and doesn’t support a strong and deep analysis – those countries have blocked successfully several applications for EC Presidents. A similar redistribution corresponds entirely to the current tendencies in the EU development and the philosophy of its new governance.

- Summary/Abstract:The European integration is an elitist project. In times of crisis, the elite envisions the future of the EU in general versions of a "two-speed Europe" or a "Europe of variable geometry" and makes concrete proposals such as the Europe Project or the Five Scenarios. The ultimate goal is a federation (with the exception of Menu Europe), achievable for a limited number of member states. The visions, more or less realistic, are feasible for a maximum of 15 years ahead. The article examines the extent to which these proposals offer a good response to the negative effects of globalization and the "rise of populism." Possible scenarios outlining a new topography of the EU and its member states have been analyzed. In particular, the influence of indicators such as geoeconomic weight, cultural proximity and political weight on the formation of a federal center, including Germany, France and the Benelux - "Carolingian core" - was studied.A commentary on the so-called “bureaucratic model” of a core with a dependent periphery and its viability is proposed. Conclusions have been proposed on the alternative of keeping the EU of 27 equal member states as a "Europe menu", a model imposed by the rising "counter-elite". Weaker formal relationships allow for more flexible behavior and long-term survival.

- Summary/Abstract:The aim of this paper is to analyze the development of the relations between the European Union and China in the context of the profound transformative processes in the international system. Despite the indisputable mutual interest in expanding cooperation, the Sino-European relations face a number of problems and challenges. Some of them stem from value differences, some are related to processes within both the EU and China; other are related to the dynamic processes within the system of international relations. The success of the OBOR initiative is impossible without a certain level of cooperation between China and the EU economy. The idea of connecting Asia Pacific’s markets with the European ones has the potential to influence the dynamics of EU – China trade relations as well as the regional and global geopolitical and geo-economic environment. It is thus important to study the extent to which the European Union will demonstrate continuity in its policy towards China after the 2019 European Parliament elections.

- Summary/Abstract:The European Union needs stability, security and prosperity in the Western Balkans. The European perspective and Connectivity of the Western Balkans is one of the main priorities of the Bulgarian Presidency of the European Council, because providing a tangible European perspective for the countries of the region, including dialogue based on the fulfillment of the conditions, the political will and decisive reforms on the part of these countries, is crucial not only for the region but for the EU as a whole. The Western Balkan countries must act decisively. Accession is, and always will be, a merit-based process, wholly dependent on the objective (achieved by certain criteria) progress on each side. Although none of these countries meets these criteria today, the region has come a long way since the late 1990s. Significant progress has been made both in reforms and in overcoming the legacy of the wars. There are still unresolved bilateral disputes between countries in the region that the EU will not accept to be imported in the Community. Last but not least, accession to the EU is a choice that depends on the authorities of the candidate countries and the support of their citizens.

- Summary/Abstract:The new European Commission with a 2019-2024 mandate has already its first strategic document. This is the programme that her President has presented to the European Parliament before the election for her new position. The document is signed by Ursula von der Leyen and is called: “A Union that strives for more. My agenda for Europe”. Notwithstanding this ambitious title, the document does not contain new ideas in the area of reforming the Economic and Monetary Union. It only repeats already known reforms that were undertaken by the previous European Commission (2014-2019) under the Presidency of Jean-Claude Juncker. In the current paper an overview of the EMU reforms that are proposed by Ursula von der Leyen will be presented. An analysis will be done on the level these reforms correspond to the previous agenda of the EU, before the last elections for the European Parliament in 2019.

- Summary/Abstract:Brexit is an opportunity for the EU to bring its finances in line with its fundamental aim of cohesion and with its fundamental values of equality, democracy and the rule of law, incl. the requirement of Art.175 TFEU that all its policies and actions and the implementation of its internal market shall contribute to the achievement of the objectives of cohesion. This could be done by eliminating the regressive elements and introducing progressivity into the system of ‘own resources’ and the financing of the policies of the EU. In the new MFF progressivity could be introduced for Member States’ contributions based on GNI, with a coefficient which would reflect the percentage deviation of the respective Member State from the EU average GNI per capita. ‘Automatic progressive stabilizers’ could take the form of ‘progressive national co-financing' for Member States above the cohesion threshold of 90% of the EU average GDP per capita, with a progressive increase of national co-financing depending on the deviation from the EU average GDP per capita.

- Summary/Abstract:The European economic and monetary union is regarded as the next step of the EU Member States integration which envisages the single currency adoption as their official method of payment. To a certain extent that guarantees the implementation stability of the other EU economic policies and the euro preservation. Thus, the European Central Bank along with the other central banks make steps to support the single currency on the international markets as part of the undertaken monetary policy, which includes the implementation of the newly adopted mechanisms for supervision and crises financing. The purpose of the paper is to review the development opportunities of the EU monetary policy after 2020 and the role of Bulgaria in that policy. The tasks of the paper are related to two important issues: 1. The present situation of the EU monetary policy and the relations to the other economic policies; 2. Scenarios for the monetary policy development according to the trends in the international economy and Bulgaria.

In addition, the rapid process of digitalisation and related new technologies have significant effects on the labor market, including the emergence of new forms of employment and the development of employment through digital platforms. These phenomena have their advantages and disadvantages for workers. This report examines and analyzes the positive and negative effects of new forms of employment and the social challenges to their spread.

- Summary/Abstract:The paper discusses current issues of the dynamic process of achieving compliance with EU law and legislative changes in Bulgaria, which aim to improve commercial insolvency proceedings. Innovations in insolvency proceedings in the EU with the adoption of Directive (EU) 2019/1023 of the European Parliament and of the Council of the EU are justified as a necessary condition for effective participation in the Single Internal Market. The challenges for the implementation of the Directive until 2021 are analyzed. Conclusions are summarized on the progress of Bulgaria in harmonization with EU law in the areas of restructuring, insolvency and debt forgiveness and the ongoing legal changes in this field.
