Summary/Abstract: The publication contains papers from the scientific forum of the Jubilee Second Scientific and Business Conference on Logistics and Supply Chain Management, organized by the Department of Logistics and Supply Chains at the University of National and World Economy (UNWE) with the assistance of the Bulgarian Logistics Association and held at UNWE on October 7, 2021. The conference is dedicated to the 30th anniversary of the „Business Logistics“ specialty establishmentat UNWE. Its main objective is to provide a forum for discussing the opportunities, challenges and trends in the development of logistics and supply chain management in business, science and education. The conference aims to stimulate cooperation between business representatives, scientists, teachers, researchers, consultants, doctoral students and students‚ specializing in or showing interest in logistics and supply chain management. Fourteen scientific reports are included in the conference proceedings, four of which were developed by students and doctoral students. The reports are divided into the following three sections: I. Trends and opportunities for the development of education and practice in the field of logistics and supply chains; II. Contemporary challenges and solutions in the logistics sector and logistics services; III. Theoretical and methodological aspects of modern logistics and supply chains.

- Summary/Abstract:At the global level, the report reveals the needs for logistics competencies in line with the trends in the development of logistics and supply chain management. The Bulgarian high education institutions offering training in logistics and / or supply chain management and conducting research in the field, have been studied. In particular, the development of logistics and supply chain education at the University of National and World Economy is outlined. Based on this, the importance of cooperation between higher education and business was highlighted, as well as the prospects for future development.

- Summary/Abstract:This paper investigates a current problem pertaining to the provision of specialists with suitable competences in the field of logistics and supply chain management (SCM) through the interaction between universities and business organisations. The aim of this study is to define the specific parameters of interaction between one of the largest Institutes for Economics in Russia with firms that need qualified staff working in the field. The research methodology is based on case study and observation. The results show a comparatively high degree of activity on behalf of the university to collaborate with business and potentialities for increasing the support firms provide in the process of education and training of specialists in the field of logistics and SCM.

- Summary/Abstract:The research aims to trace the dynamics in the development of the market share of electric cars and on this basis to localize the problems that accompany the entry and competitive promotion of these products in the automotive market, as well as to outline the main trends in its development. To achieve this goal, a research was made of current dimensions of the electric car market in the world, differentiated by countries and car brands, and at European level, sales data registered for the six countries with the largest market share were analyzed. On a national scale, the cars with electric power supply of three manufacturers, positioned on the Bulgarian market, are examined and their proposals in terms of engine power, battery warranty and price are compared.

- Summary/Abstract:The dynamics in the logistics sector require new approaches to the initial and periodic training of workers in the sector. Access to the profession of 'Transport manager', although common in Europe, is characterized by different applicable practices in different countries under Regulation (EC) № 1071/2009. The purpose of the report is to make a comparative analysis of the applicable practices in Europe in terms of access to the profession of Transport Manager. The practices in 7 European countries were analyzed. The results show that different countries use in different ways the opportunities provided by the Regulation, with two of the countries, Italy and Austria, on the two opposite sides. Based on the analysis, some recommendations for future research are proposed.

All management, organizational and technological processes related to logistics have the purpose and result of achieving appropriate economic and social efficiency. Social results affect the image of enterprises and sites, attract and retain customers, business partners and employees, and this has serious economic consequences in a positive direction. Achieving better social results in the provision of logistics services is directly related to the application of a high level of culture of logistics services. The aim of the present study is to present a model for improving the social results of logistics service providers by increasing the culture of logistics services and the results of its testing.

- Summary/Abstract:Quality can have a number of dimensions, but it cannot exist on its own – it is usually part of the product and/or service. Most often, the consumer perceives the level of quality by evaluating one or more of its dimensions. The concept of quality in this report is considered as part of the consumer value, which is typical in the provision of logistics services. When a logistics service provider organization manages the supply chain to its customers, it is important not only to deliver the product to the consumer in the appropriate quality manages all movement and storage of raw materials, offers appropriate IT capabilities and customizes the solutions it offers. It is a challenge for logistics service providers to offer their customers quality supply chain management. The aim of the report is to present the essence of quality management in supply chains, as a link between traditional supply chain operations and quality management. Comparison methods and affinity diagram were used, which reveals the relationship between quality management in the supply chain (ATM) and supply chain (ATM), supply chain management (ATM) and quality management (AQ). The case study method was used for in-depth examination of an organization that offers supply chain management solutions.

- Summary/Abstract:The present study focuses on the development of logistics services due to the growing role of e-commerce. The aim of the paper is to analyze logistics services through the prism of the development of e-commerce. The methodological techniques used are induction, deduction, analysis, synthesis, graphical analysis. The results show that there are differences between traditional logistics and e-commerce logistics. The scope of logistics services varies according to the manner of e-commerce and the quality of logistics services, depending on the actions taken by the e-merchant and the provider. The analysis shows that in Bulgaria the largest share is of the ordered clothes and sports goods, and the leading problem is the extended delivery time.

- Summary/Abstract:Innovations in IT companies are key not only for Company’s success at the market but critical for the way they survive considering the dynamic changes of the industry. Customers’ expectations are increasing with the technology progress and the way IT companies respond to these expectations is often linked with introducing new products. New Product Introduction and designing the right products meeting customers’ expectations is only one step towards increasing company’s competitiveness. There are way more factors contributing to the success of the new product deployment at the market and supply chain is one of these key factors. Supply Chain plays critical role in deploying the newly designed products to market. It has an impact on the cost of the final product, level of service provided to customers, on time availability of the product and its spares required for break fix events, wherever and whenever this is required. Underestimating the role of the supply chain in introducing new products to market may cause unsuccessful deployment of the product and in general may negatively impact to company’s reputation. The report considers this part of the supply chain that is directly responsible for the level of services provided to the customers after sale of newly designed products. It focuses on the challenges in support that may be occurred due to overlooking the importance of the suppliers’ agreements made during NPI (new product introduction). The decisions made during development of the new products (with respect to supply chain) often consider the build of these new products and its components availability. There may be gaps in terms of the post-sale supply chain (with regards to spares) which can negatively influence the service provided to customers who purchased these products. This has critical role in overall success of supporting newly introduced products and can impact in future sales of the same. No matter how competitive the new product is and how demanded by customers it is, if the IT company is not in a position to provide stable support to it by positioning the right spares in the right quantities and quality, at the right time in right locations at the right cost it may fail not only the new product and its distribution but the company as a whole. The goal of this report is to highlight what it takes to build a stable and reliable supply chain providing high level services at optimal cost, at the stage of NPI.

Risk, in the most general sense, is „an activity related to overcoming uncertainty in a situation of inevitable choice,“ according to A.S. Shapkin. This type of situations accompany the life of mankind and therefore the scientific literature abounds in definitions and classifications of risks. And the risks in supply chains are becoming more and more relevant in the global way of production and distribution. Under the project No INI -KP-06-H35/14 of 19.12.2019 Economic, geopolitical and social risks in the development of modern Bulgaria „to the Bulgarian National Science Fund, part of which is the present report, an expert assessment is provided, based on interviews with experts in the field of logistics and economics to identify global and local risks in logistics and supply chains, and those related to transport.

- Summary/Abstract:One of the key factors for ensuring the achievement of business aims is related to the proper inventory management in the logistics system. Before moving on to the selection of appropriate methods for optimal management of each specific stock type, it is necessary to classify the whole nomenclature in order of importance according to certain criteria, most often using the methods of analysis ABC and XYZ. The application of these methods involves the usage of classification criteria for total value of stocks or the ability to forecast stock needs accurately. This report puts a stress on the possibility and benefits of applying a classification method using two significant criteria – stock value and delivery time for the next batch of stocks.

- Summary/Abstract:Changes in the current dynamic economic environment are associated with strong competition between organizations from different sectors of the national and global economy. Therefore, they are forced to quickly look for innovative opportunities to optimize the business processes they use in order to increase their efficiency, productivity and sustainability. The realization of rapid improvements is especially important for small and medium-sized organizations that do not have sufficient financial resources to survive and develop in the continued economic, social and health crisis. One of the most important areas that influences organizational culture are the people in an organization. Their impact on the deployment of necessary changes in the organizational culture, which leads to rapid adaptation to the uncertain environment is key. That is why people as part of the stakeholders in a supply chain are increasingly seen as a fundamental competitive advantage. The study itself aims to present a basic framework for cooperation that highlights the opportunities for people to use their knowledge and skills on the continuous improvement of key operations in the supply chain. It is the changes in the organizational culture made by people that are the paradigm that carries out the integration of supply chains at both the logistical (tactical) and technological (strategic) level of management.

- Summary/Abstract:Modern omnichannel retailers integrate a wide assortment of consumer access channels. Consumer perceptions and expectations determine the variety of levels of channel integration. The main purpose of this report is to interpret the relativity „level of omnichannel integration – assortment supply“ and on this basis to derive appropriate summaries, giving theoretical and empirical statements from the study area. The summary of the most significant findings of the study presupposes to determine how the integration of channels affects the behavior of end users. - Summary/Abstract:The topic of education is always relevant, given its importance for the overall economic development of the country and its highlighting as a strategic priority. It is a public good provided by the state to its citizens, by providing it with a public resource and having a binding character. The aim of this study is to analyze the challenges facing financial logistics in the field of primary and secondary education, with a focus on subsidies provided to private schools in the form of delegated budgets. The reasons why most private educational institutions refuse this support have been studied. The results of the performed analysis are presented and recommendations for improving the quality of the educational system are proposed.
