Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘Three Years of Bulgarian Membership in the EU: Achievements and Challenges’ organized by the International Economic Relations and Business Department at University of National and World Economy (UNWE), Sofia, Bulgaria. The conference, held on 8 October 2010, provided a stage for prominent academics, dedicated PhD students and professionals to discuss contemporary topics related to multiple aspects of the European integration, its effects on the Bulgarian economy, socio-economic environment, international business and relations, finance and politics.The contributors provided in-depth research on the cohesion policy and its mechanisms – financial instruments which could be utilized to achieve the goals of this policy and the Bulgarian participation in the EU cohesion process. Authors analyse the EU budget and its functions, banking supervision and regulatory mechanisms. Another thematic circle in the book are the research papers dedicated to multiple aspects of the Bulgarian economy and its competitiveness. Researchers discuss the competitiveness of the export industries in the country, the agriculture, micro and medium enterprises, and special instruments aimed at fostering better business environment (such as JEREMIE). In this regard, the participants presented reports on the market orientation of the companies as well as cluster policy. ‘Three Years of Bulgarian Membership in the EU: Achievements and Challenges’ is an annually organized academic event with the vision to foster open dialogue, offer contemporary research and exchange of ideas between fellow academics, policy makers, businesses, stakeholders and the public.

- Summary/Abstract:This article explores the cohesion policy of the European Union which is the second most important common policy after the Common Agricultural Policy. The financial resources allocated for the agricultural sector reached 65% of the EU’s multiannual financial framework prior to 1988. During the latest programming period this amount has dropped to 40% while the expenses for cohesion have risen to 84% (EUR58,3 billion annually) from the 2006-2009 budget. Author discusses the economic and social effects from the cohesion and outlines financial instruments which are aimed at supporting the cohesion through the EU budget.

- Summary/Abstract:The article discusses the significance of the cohesion policy in its role to support and foster development among the EU regions where social and economic disparities are strongly expressed. Author reviews the cohesion policy in the context of the Bulgarian institutional mechanisms and experience. Empirical data on the progress of the payments under the national operational programmes is provided. The paper names factors forming the present trends in the absorption of the EU funds in Bulgaria, outlines improvements and suggests steps to be taken to further enhance the national performance regarding better utilization of the available financial resources.

- Summary/Abstract:After the latest accessions of new member states, the EU budget reform is one of the biggest challenges that the EU should face. Discussions on the EU budget provide enough evidence to conclude that there is a substantial gap between the budget and current and future needs of integrated EU. The main objective of this paper is to identify shortcomings of the present EU budget and to explore possible ways of its reform. The main research question is: Can the EU budget respond to the needs of deepening and broadening of the integration process? Furthermore, through the analysis of characteristics of the present EU budget, characteristics that obstruct the EU integration are set aside. Finally, paper identifies possible ways of the EU budget reform and gives recommendations for better usage of the EU’s own resources in order to fulfill the set objectives.

- Summary/Abstract:I explored in this paper which obstacles stopped Croatia being part of the enlargement wave in 2007 and have delayed further on its accession. Moreover, I was interested in finding out whether we can distinguish a Croatian model of integration in the EU, with its typical problems, drawbacks and successes. The hypothesis that I try to test in this paper is that even though EU conditionality as it has evolved lately implies a stronger differentiation of policies and rewards for each country of the Western Balkans, which may cause both competition but also discontent, it mostly achieved in making the model of Croatia a unique one that should not and could not be followed by the other future candidate countries in the region. The same can be said by the model of accession of Romania and Bulgaria, the Balkan exceptions which ’distorted’ EU trustful enlargement policies.

- Summary/Abstract:This report aims to examine Bulgaria's export competitiveness in the context of the country's full membership in the EU. This was achieved through an analysis of the dynamics of the value and volume of Bulgarian exports, its diversification in terms of markets and product structure, as well as the factor intensity and technological complexity of our exports to the EU. The obtained results testify that there is yet low export competitiveness of Bulgaria and significant lag when referred to comparable with us countries such as Hungary and Slovakia, and by some indicators, Romania. This is largely due to the relatively low-tech, unfavourable and strategically unpromising export specialization of our economy. Therefore, the state policy aimed at stimulating the export competitiveness should have the long-term goal of improving Bulgaria's position in the international division of labour.

- Summary/Abstract:The textile industry is among the strongest export-oriented industries in Bulgaria for the past 10 years. The predominant part of the manufactured products is intended for foreign markets, and the products sold abroad represent a significant share in the total exports of Bulgaria (20.7% in 2001 and 12.2% in 2009). At the same time, those employed in the industry are approximately ¼ of those employed in the manufacturing industry at the end of the first half of 2010. The strong export orientation of the sector and the low added value created due to the high share of toll production determine its high vulnerability to shocks occurring in major external markets, primarily within the EU. These are the observations in the years of economic crisis and slow recovery in Europe and United States (2008-2010) when a significant decline in Bulgarian textile exports was registered. However, the industry retains its competitive advantages, which is evident from the analysis of average export prices, geographical and commodity structure of exports, as well as from registered recent positive trends relevant to the second half of 2010.

- Summary/Abstract:Considering the variety of factors and events in each specific market is a challenge for any company especially under the conditions of declining market opportunities. Thus, the creation of market orientation can be considered a necessary condition for equal participation in the market scene. As a result, market orientation can be viewed as a conscious management tool to create a competitive advantage for each company and its products. The first paragraph of the report examines the general challenges of the market system which require establishment and support of the market orientation in the industrial sector. The second paragraph is focused on an analysis of the state of Bulgarian industry in the recent years during which the country is an EU member state. The third paragraph presents data and summaries of the market orientation of industrial companies in Bulgaria. The last, concluding paragraph sets out the main recommendations to companies with a view to a successful market battle for the European customers.

Further integration to the single market requires the national micro and medium enterprises to be more competitive and innovative. Clusters are an important tool and are an essential part of the theories to promote competitiveness. - Summary/Abstract:We are witnessing how dynamically the processes in the field of international money, capital and credit markets are developing and what the consequences could be for the financial and banking systems of the individual countries. The global crisis has affected every country in Europe although it has been triggered by processes in the US financial markets. This fact shows how important can be, on the one hand, the introduction and widespread use of increasingly complex financial instruments which at the same time stimulate the assumption of unreasonably high market and credit risk, and on the other hand, the (in)ability to take timely and adequate measures by the relevant regulatory and supervisory authorities to offset these risks.

- Summary/Abstract:The Bulgarian banking sector operates in an environment that combines the association with the economic and monetary union of the EU, the liberalization of global financial markets, a dynamically developing labour market, rising energy and food prices and the evolution of information technology in the sector. The internationalization of the banking industry challenges its traditional banking supervision and the interaction between central banks and supervisory bodies to improve the control over cross-border financial institutions in the area of compliance with the basic rules for conducting banking business. Reaching an international consensus among supervisory bodies on the objectives addressing the future regulatory measures to reduce gaps and strengthen the preventive measures in two main areas (the liquidity control and the behaviour of the systemically important financial institutions) – this is the new paradigm of international infrastructure for banking supervision with the sole purpose of sustainable behaviour of the banking sector in conditions of fluctuations and shocks. The impact of the global financial crisis, and hence the scope of corrective action by regulatory regimes, is country-specific and is determined by the level of development of the financial sector, the degree of leverage and the quality of supervisory action. An analysis of these problems in the context of the state of the banking sector of the Republic of Bulgaria is conducted in the context of this study.
