Summary/Abstract: In the report are analyzed normative acts, which allow to different categories of servants in the state administration, as well as occupying positions of single person or collective state bodies to perform scientific and teaching activity, potential preconditions for unequal treatment, which may arise, are discussed and the author makes proposal de lege ferenda in order to do not allow them.
